What a DEWA premises number actually is

The Dubai Electricity and Water Authority assigns every connected property in Dubai a permanent identifier called the premises number. It is normally 9 or 10 digits, it belongs to the property rather than to any individual, and it does not change when tenants come and go. Think of it as the property's utility fingerprint: your DEWA account number changes when a new person takes over the supply, but the premises number stays with the walls.

What to do when there is no bill and no supply

Brand new properties, or units that have been vacant long enough for the supply to be disconnected, may not have a bill anyone can produce. DEWA can still issue or confirm the premises number when you apply for a new connection, using the title deed and the property address. Apply through dewa.gov.ae, and the number comes back with the activation.
